Horace and Anri are two survivors of Aldritch's gruesome appetite. Item lore tells that they are the only two children to escape being fed to the God-Eater. Their fellowship is a tragic tale of revenge, as they now, at the end of the world, are seeking to put "the man-eater" to death.
At their separation, Horace's corruption is up for conjecture. The strain of separation is the likely culprit, perhaps he thought that Anri was dead and that they'd failed in their quest to put Aldritch down. Regardless, in the depths where Horace is found, he has Hollowed, and will kill Anri if you tell him/her where Hollow Horace is, if you haven't killed Horace first.
He can't speak because most likely his tongue was taken by Rosaria's Fingers (Blue Sentinel) or possibly it was taken from him while being in Aldrich's church.
Anri and Horace were separated in the catacombs most likely by the rolling ball and Horace tried to find her and fell off the bridge, died and wen't hollow as both he and Anri are already hollow's so they are not that far from madness.
If you find Horace, don't kill him and tell Anri about it then Anri will go down to look for him and he will kill her.
