It's more than likely your level. The dark souls 3 wiki has a soul range calculator.
Continuing to level is not a problem unless you plan on regularly participating in pvp, for that you need to be 100-120 for the current 'end game' pvp.
I actually created a new SL 20 +2 character just to level of Farron's Hounds + Blue Sentinels and never got summoned. It is ridiculous.
I'm level 115 with a +9 weapon.
