The warden twinblades have an incredible L2 -> R2 combo that you can hit confirm into. Land an R1 and you should be able to punish with the L2 -> R2 for a HUGE bleed. The downside is they do not posess a Forward R1 kick attack, instead they have the scimitar's slashing backstep which I don't find terribly useful.
The Onikiri and Ubadachi have slightly longer range, but in my opinion a worse L2. The leaping strike is cool, but easily avoided and even punished. They do have a proper Forward R1 kick attack though.
As far as builds go, both will probably be identical. 40 str, 40 dex, 40 Luck, Both hollowed versions.
simply put, bleed in pvp is not very good. in this dark souls the way everyone plays there are no multiple hits unless the person your playing sucks hard. unless your enemy sucks then your not going to be landing multiple hit combos to build up bleed fast enough. they will just eat the red flowers and undo it.
If the weapon is really good for pvp w/o accounting for the bleed then go for it, but not going to be worth it to use something weaker just for better bleed chance. If you don't have lots of luck then you won't get a high bonus anyway.. The entire build of luck is kind of weak for the most part compared to other options available.

Wardens twinblade + carthus rouge = if you get hit by R1 you are going to eat a L2 + R2 and lose 40%+ of your health to bleed damage, and there is nothing you can do about it. You can't parry the L2 or R2 because it's a weapon art.
2 handed spiked mace + carthus rogue = exactly the same combo. R1 > L2 > R2 = 1200-1500 damage depending on opponents defences. Guaranteed to kill almost anyone.
Bandits knife also have the highest bleed buildup in the game. Have to Infuse em though
