Based on DS2 values it appears to be 75. Though I imagine this has changed. I would consider throwing on Havel's Ring and the Ring of Favor as well.

What are some combos of weapons + shields you can use with 99 vit and full havels? :)
Well, basically, Havel GS's weight is 28.5 and I could still keep it under 66% with the Havel's Ring +1 (I was using Dragonslayer Greataxe at the time). I guess you can use anything with a lower weight. You can even put in a Straight Sword in the second slot. Without the Havel's ring, you can't use very heavy weapons such as Great Mace or Dragon Tooth but you are still able to equip the Havel GS without fatrolling.
Yeah, I used the Dragon Tooth and Havel's GS under 70% with Havel's ring (67% for the normal one, 65% for the +1 version) included.
To wear the full havels set, with shield and dragons tooth, and be under 70% you need the Ring of Favour, Havels ring (both +2), 40 str (for Dragons Tooth) and 86 freaking vitality. Soul level 107 without even touching another stat.
Thats within pvp range though. You'd have ♥♥♥♥ health..... you'd probably need to sacrifice some havel stuff to be under 70% and have viable pvp health.
