Yoel of Londor questline - forced to level?

Ok I am in ng+ and I wanted to go for this ending. But I am level 120 and I don't want to level anymore cause of pvp.

In order to make Yuria show up in the shrine I MUST level up 5 times with Yoel?? Seriously??

This is really annoying, they should change this!!
