Having said that the Rider ignore the Eygon Phantom. Summon him and hide around the corner as he beats it like a Drum.
The one inbetween Undead Settlement and the Forest I suggest running around it, you can go through the double doors which gives you invicibility frames until the animation is finished, keep going. He will not pass the double doors as an invisible wall where they were shut will keep him in place, he will also return to his original position. Poke at him with a large weapon, hurl items/spells at him, or get a few hits in when he turns around. If worst comes to worst the bonfire is right there when you open the doors.
The Outrider in Lothric Castle is one I struggle with a lot too, the easiest way I've found to kill him is just dodge his attacks and lure him out of that downstairs area, then lead him out to where the Dragons are breathing fire up the small steps, he'll follow you a bit of the way so it's best to make him try to lunge at you and get stuck out there, the fire will stagger him for a while and the Dragons will continue breathing it while he's there. Then you can ditch him and get your sweet loot.
Hope this helps! Haven't really found anyway to cheese the third Outrider since he has nothing I'm ever interested in, sorry.

If I don't want to deal with it, another way of cheesing him if dragons are still alive is luring him into the area to get fried.
The third one is in the Grand Archives, you can lure him to the ladder nearby, fall and wait for him to follow you, then you climb back up and either use arrows or bombs or spells to take him out.
It's cheap tactics but hey, everything in Dark Souls uses underhanded tactics so. . . it's only fair.
