Am I safe to join Rosaria after completing Sirris's covenant? And can I still use the Darkmoons?

If you got the darkmoon loyalty gesture, you can join rosaria's and still join the darkmoon later. But Sirris' quest will fail unless you have entirely finished it.

I have killed Hodrick and she swore her loyalty to me. Is that considered fully completed?

Yep, that's the end of her questline. You're good to go now :)

you can join rosaria and even respec/ alter appearance. its offering a tongue to rosaria that fails the quest

actually she will still get pissed at you and disappear if you offer plae tongues to rosaria before you defeat the twin princes. by that point you can of course just kill her, but i am not 100% sure if her stuff is at the grave when you defeat the princes.

You can offer her PTs to redistrbute points/alter appearance, and not fail Sirris' questline. It's only the act of offering PTs to further Covenant alliegance that makes Sirris an angry waifu.

For OP: My advice? Complete Sirris' questline first. Once you've acquired the Sunless Talisman from her/defeated Prince Lothric (signifying the true end of that questline), THEN proceed to offer Pale Tongues to Rosaria. You'll also be able to resume, and conclude Leonard's questline with this method.

i am aware.

what i said was, that even if you defeat hodrick and have her swear loyalty to you, if you have not defeated lothric, she will still part ways with you if you offer pale tongues. and i do not know if you will be able to gain her armor if she does this way.
