If you're doing this in the proper progression path, you should have the Young and Bellowing Dragoncrest Ring, the Lloyds Sword Ring, Magic Clutch Ring, and Crown of Dusk. Just use Soul Spear and spam that shiz. Easy win.
Invest in endurance and spam the B/O/Space button.
What SL you at? You should be golden sitting around anywhere between 70-90. At minimum, you should also have at least 20 to 25 vigor.
Crystal Soul Spear is acquired in the Grand Archives... after Dragonslayer Armour.
And SL 49 is easily high enough for this fight. You need to respec, a mage should have 50 intelligence at SL49.
And concerning the SL, 70/75 might be common. But at least for me I usually prefer lower soullevel for the challenge. My main character is SL 75 in NG++ and my second character is SL 55 with all areas cleared except for the dragon shrine. Whatever makes one happy, praise the password system

For less FP you can cast two g'n'h soul arrows, deal more damage and lose less FP.
But regardless what spells you aim at, vigor should be priority. Clearly your glass-cannon build is not working out for you.
My findings are based on having 60 INT. Perhaps crystal soul spear has higher base damage but lower scaling than soul arrows. Either way, it's better to start as a melee character and only after having some sort of solid base, say 35 VIG, start leveling INT and ATN big time. For pretty much all of ng, infusions have your back.
