Unable to summon phantom due to timeout?

I can be summoned by my friend but I cannot summon him. We both made new characters and are in the same zone. I am embered, I can see his sign, no we are not far apart in soul level. No I have not beaten the boss in the zone yet. I was able to be summoned by him and we killed the first boss in is world. But I cannot summon him. When I activate his sign I get the message "Unable to summon phantom due to timeout".

I checked my routers settings and UPnP is turned on

Hmm. I don't know what settings might be wrong with my connection where I can't summon him, I thought the game used a dedicated server. So why could he summon me if I can't summon him on the same server?

Not exactly. I could not find any setting in my router to fix the problem. The fix I came up with was to play the game on 4g hotspot lol

Yeah, that happens when you have a poor connection between your friend and yourself.

It's not very surprising, either, since the way the online interactions in Ds3 work is kinda inefficient at best.

Could be your router settings. On my router I have a option to "Filter inbound VoIP calls".
When I turn it on I can still be summoned but can't summon other people(Fritzbox router).

If you have a VPN try turning that off, Worked for me.
