Cant Buy Leonhard Set?

On my new character, Leonhard's quest was bugged where he wasnt moving from Firelink Shrine after he gave me the Red Eye Orb, even though I joined Rosaria and deposited a tongue with her. After killing him in Firelink, he dropped his hat, but the Shrine Handmaiden never updated her inventory with his clothes. Is this just a bug, or am I missing something?

You have to progress through the game to a certain point for him to show up at Rosaria, I can't remember exactly but you should always check the wiki to make sure you're doing NPC quests properly.

As for his armor, you can probably only buy it if you kill him at the end of his questline
