Can't Access DLC - NPC Missing

Forgot to mention.... yes, I have been to the cleansing chapel :)

Go to Deacons of The Deep bonfire and go back to Cleansing Chapel. should fix. If you have not killed Deacons - do it, refresh boss arena after fight, then use bonfire to travel to Chapel

I've completed the game. Tried going back and forth and loading different characters and the NPC is still missing :/

Go to Firelink Shrine, and then go back to the Chapel it should work.
