DLC NPC not appearing

I double checked and the season pass did indeed install. I quit and loaded back in and the NPC is simply not there. Anybody else encountering this problem?

Downloaded and installed, restarted and NPC aint there. Looks like the DLC isnt fully live in the DS3 servers?

Im having the same issue but theres game play out already soooo? Im in NG not NG+, it might be like Dark souls 1 DLC where you need to be in NG+?

Ive been reading that it's not appearing for people with the season pass on pc. Trying to confirm it atm :(

I had that problem as well. All I did to fix it was warp to Firelink Shrine then warp back to the Cleansing Chapel. Then the NPC was there.

Only happened when tried with alt accounts from what i know. I had a friend who tried to find the npc on his alt account and it wouldn't let him.

EDIT: RESTARTED STEAM AND IT SHOWED UP IN DLC, CHECKED AND UNCHECKED IT TO BEGIN DOWNLOAD! I already restarted steam before this though and it didn't work... The only different thing is that ds3 was running when i quit steam and steam had to shut down dark souls.
