"Upgrading the shield doesn't decrease the tick interval." it says. I have no experience of this myself, but I think Fextralife is a trustable enough source.

By my knowledge upgrading a weapon or armour piece will never enhance its special effects.

Yes - as long as the effects are innate, that is. Like, Simple and Blessed and Hollow infusions scale with the upgrade level.

If the wiki's anything to go by, upgrading a Simple or Blessed item will simply increase the rate of the ticks.
