Is dark souls 3 still active player base?

i was thinking about buying the game and was wondering is there any difficulty summoning players for co op and pvp, and also is it hard to coop at low levels

The game has a fairly active userbase, so you'll always find people to play with/against. It also uses a password system for summoning so you can always use that to summon people regardless of what their level is.

The average is about 6000-9000 players during the day. Every area in the game is fairly activate at the right SL.

Worst Case you add a Post (Like you have started here) if you need help and like 6 people will volunteer in 5 mins

I'm considering returning for yet another DS3 run however, I've heard that there's been some type of rampant cheating outbreak? Is it true? And is it that bad?

Not really. None more than usual. Depends what you call rampant. Less than 1% of the current players probably cheat.

I actually hadn't experienced any cheaters in my first two playthroughs. More or less I'll probably go through DS3 again, skip SOTFS, and then return to DS1.
