I don't have the answer to your question but keep in mind that saint-tree gives you an increase in casting speed equivalent to a +40 dex, so knowing that the cast speed is capped at 50 dex you don't need the sage ring if you have 10 dex or more.

I think the bell vine only increases casting speed when it is used. So if you have the vine in your left but cast with the right then you won't get the boost.

I have not tested but that's usually how it works with simar items

If items gave boosts just for being equipped then people could have a sword and shield in either hand and then 4 blessed items in the otber slots which would result in crazy HP regen.

So I think it's for balance :p
