Logan's staff as a catalist, raw rapier buffed with crystal magic weapon for serious time and crystal infused shortsword as a sidearm. Dusk crown and the dragon rings for damage, sage's ring for cast speed and it's good to have candlestick at hand to further boost sorcery.
Not sure if the stats I listed actually add up to SL 120 but should be close enough, maybe some points off at END and VIG.

Not really, no.
Good sorceries don't come until you get pretty far into the game, and early spells are way too weak. You can't play the game with magic-only like you could in DS1 or DS2, you still have to use conventional weapons.
