wtf is wrong with this games optimization? (Freezing in brief intervals)
I made a post about this a couple months ago, having the same issue even after putting a lot of my old PC parts out including a new gpu.
specs:
Ryzen 7 3700x
MPG MSI B550 Motherboard
Corsair Vengeance 16gb 3200 mhz
NVidia RTX 3070ti
Corsair RM850X PSU

I've tried multiple HDD's/SSDs that I have.

16gb DDR4 Ram 3200Mhz

Seagate Barracuda 2tb 7200rpm

I've tried
-Network Reset
-Setting the game in offline mode/playing offline
-disabling Freesync/Gsync
-turning the resolution of the game all the way down to 720p low settings (instead of my usual 1440p)
-disabling Microsoft Device Association Root Enumerator
-disconnecting multiple usb devices I had, leaving only my mouse and keyboard
-disconnecting my xbox controller
-clean install of nvidia graphics/audio drivers
-closing out any excess programs
-windowed mode vs. fullscreen 120hz vs 60hz w/ and without gsync/freesync
-uninstalling/reinstalling the game on to 4 different drives (2 of them being SSD) (2 being HDD 5400rpm/7200rpm)
-resetting the language of the game:
-setting Dark Souls III's process priority to "high" instead of normal
-playing the game with Keyboard and mouse
-deleting the steam shader cache
-disabling thread optimization inside of nvidia 3d settings:
-disabling windows/xbox game mode/game bar/dvr
-disabling steam overlay/msi afterburner/rivatuner overlay plugins
-checking temperatures / turning gpu fans to 100 instead of automatic (cpu is watercooled and hovers around 50-60c) along with the card
-turning off recording software (OBS) and trying the game without it (problem persists with it on or off).
-disabling Windows Defender Scheduled Scan in task scheduler during gameplay
-disabling/enabling vsync inside of Nvidia control panel

freezing isnt as harsh but still occuring

I personally think it has something to do with all the players using blue sentinel. That's when it started for me. Mine stutters as well with a setup almost as good. But my thinking is this. When the net side of things change and in such a drastic way because so many are using blue sentinel I do believe that it can have a negative effect on overall performance due to this game being peer to peer and not completely server side except for when bandai does their sweeps to check for cheats or what they consider cheats.

So basically it's the server having to do it's thing and then you have thousands of blue sentinel users at this point it is 17,200 players that have downloaded it. I believe that it does cause the game to hitch because you have the server giving it's instructions and then you have blue sentinel among other mods giving it's instructions so rather than going from point a to b. Now it has to go for example from a to b but with c in the middle rather than a + b + c it's now a+c+b not to mention the other mods which I am sure doesn't help latency all that much.

Try running the game in 1080, 60 fps. That's the resolution/fps it was designed for. Also make sure you don't have any other peripherals hooked up (steering wheels, flight sticks, other joysticks, printers, monitors). Make sure you don't have any Windows conflicts anywhere (little yellow triangles on your task bar). Remove/delete all mods (graphical or otherwise). Un-clock any over-clocks on your hardware.

I had a similar problem a couple years ago. Turns out when I installed an antivirus, it defaulted the firewall to itself, and Windows didn't like that at all. When I de-activated the new firewall, everything went back to normal GL.

im playing in offline mode to avoid that issue but I wouldn't know.

i disabled all HID compliant devices, still having similar issue, i've tried 1080p, 720 low settings. no overclocks

I'm no tech nerd, but try souls unsqueezed (do not using testing version). I don't play DS3 without it.

With the testing version, yes. I've been using the current version for years now with no issue.

I have a 9700f with a 2070 super but the game is completely broken for me at standard 1080p max settings. There is no evidence that anti aliasing is even working so I am forced to use 4xdsr to fix the games problem for it.

Debloat your windows 10, install graphics driver using nvcleanstall not geforce experience. with nvcleanstall you'll be able to just install these three display driver, physx, and HD Audio. it was on recommended setting, if you don't care about ♥♥♥♥ like geforce, and any other stuff you might as well choose recommended setting. i will bet your gameplay with be smoother after debloating and doing NVcleanstall.
