how do you get havels ring +0 to +2?
i see +3 is from dlc but how can i get havel ring +0 to +2?

You cannot upgrade them.
You just find superior version in the game.
Some rings have only regular version.
Some have +1, +2 as maximum or +3.
You can find few +3 rings in your first playthrough but some of them are availiable only in ng+,ng++ and I think there is one which requires ng+++.

havels ring +1 is already in ng+ if i remember corectly, and i think its archdragon peak, +2 i dont quit remeber, but there are rings guide on youtube you can watch
