Yep. Note that you don't need to be able to wield it to benefit from the effect. Just equipping it is enough.
You two are getting the cleric's candlestick and the scholar's candlestick mixed up. The scholar's candlestick increases magic damage of spells when wielded in the off hand. The cleric's candlestick is a straight sword that can cast sorceries, you get it from the Deacon's soul.
OP, reason the cleric's candlestick casts spells rather than miracles is because the deacons (the ones who use it) were once holy priests. Then after they started following Aldrich they started channelling sorceries instead, specifically deep sorceries.
The archdeacon's great staff is similar, as the McDonnell channelled faith when casting sorceries, which is why the spell damage is affected by faith when using this staff. It's also apparently a great sin, which is odd since Gwyndolin was probably very similar in how he casted sorceries.
This catalyst is garbage, it's a straight sword yes, but it's terrible, in case you want to use it. Like, really bad.
For your paladin build there is unfortunatly only one weapon to cast miracles. And it's a whip, so...not really a paladin weapon. It's a shame but imagine casting a lightning stake with a weapon, it would look weird.
