Cross-region matchmaking option

Does this option actually do anything? Just recently I was playing in the arena and got matched up with people from the US, Mexico, Uruguay, Japan, and Russia. I'm in Europe and the number of people from my region actually seemed lower than the ones outside. The lag is horrendous, at one point I swung a parry and it took two whole seconds before it actually landed.

I double-checked the options menu and sure enough, it says "Matchmaking OFF". I assume it's not counterintuitive and that turning it on actually restricts players from outside your region from matching with you. So why is it not working? Are all my opponents people who have the option turned on, so they're matching up with me anyway?

It generally takes a long time to match up with someone for a 2 player brawl at level 90. Does a certain time in the queue enable you to match up with people from other regions, just so you aren't kept waiting forever?

Right now I've resorted to blocking people against whom I'm experiencing too much lag - bad enough that I get hit before their weapon has even swung - so that prevents me from matching them again, but I really don't want to keep doing that. Is there any way to stop matching with cross-region players permanently?

cross region doesn't work now, didn't work on ds1, didn't exist in ds1.

Im EU and get japanese, chinise, south koreans, russians, canadians, americans, africans, and the best of the best AUSTRALIANS, these guys win even before starting the duel, because for some reason you trade hits, but they have the time ( during a 2h r1 swing) to trade the hit, and roll without taking damage due the lag. And ofc the pointing down because reasons. BEst build in ds3 is beeong australian

So i presume every european person has japanese language comment on his page, and has other 4-5 japanese as friend.
