How do I FULLY delete DS3?

When I mean 'Fully' I mean:

Delete it to the point that steam will have ZERO recognition that I've even played the game before, do a FULL first time setup, have me accept the Term of Service again, and create NEW save data.

and just to get this out of the way: No. Just uninstalling the game and deleting the save data didn't do it.

one tactic you may try is contacting steam about the reset you want and the reason why *if their is one* and if that don't work i don't know what to say cause you can delete it off of your computer but you cannot delete it off of a online program without directly changing the code of the program itself and only valve/steam owners can do that

Delete the game.
Delete %Steam%\steamapps\*.acf related with this game.
Delete %AppData%\DarkSoulsIII folder.
Delete all the registry entries related with game.

Either way you can try to:
Install the game on the other Windows account.
Install the game on the new instance of Windows.

Appdata/roaming folder. Delete Dark Souls III folder.
All saves gone.

I get this dumb error that it failed to load my save file. I can't even get to the main menu. I figured 100% full reinstall would fix it.

I'm pretty sure you're hiding some facts here. Either just delete your save file or use the save patcher thing
