Why do I need to use the Dried Finger to be able to summon 2 white phantoms?

Myself and two of my friends played for several hours the other day with no issues, until we reached a point where we could only summon one white phantom without the dried finger. The moment that we popped the dried finger, the second summon sign would always show up.

To my knowledge you only need the dried finger if you want to summon a 3rd friendly player, and we were able to summon both players with no problem at first. Any idea why we need to use the dried finger to be able to summon 2 phantoms now? We tried restarting the games and new passwords and we still have to use the dried finger for the second sign to show up.

Some areas have reduced summoning limitation no?

It's probably the area you're in. There are certain areas in the game that only allow you to summon one phantom unless a dried finger is used.

Crucifixion Woods and Pontiff's backyard are the only ones that employ two phantoms max due to it being a Covenant restricted area.

Farron Keep also restrict the numbers of phatoms.

my dude - some places only allow for 1 summon at a time - the Finger just helps you out a little
