What happens if I don't meet the Buckler's stat requirements?
I'm doing a sl1 run, and I can't meet the Buckler's stat requirements. Will this affect my parry frames, or not? If not, what does it affect?

No, you can still parry with parry tools that you don't meet the requirements for just fine. Pretty sure the frames are the same. You can also parry with your hand by the way.

Do note that some things on that list will still display a red X even when you use rings to meet the requirements, notably the Demon Fist, Winged Knight Twin Axes and I think Drang Hammers. But they still give the right damage output compared to stuff you can't use.
