Prisoner's Chain or Havel's Ring +3?

Which is better in terms of the meta?

I'd say prisoner's chain. 15 free levels with 5 of them being Vigor, 5 being Endurance and 5 being Vitality trump extra carry weight, especially when you're running low vitality builds since those 5 vit points will have no diminishing returns whatsoever.

since my vitality is 99, i recommend Havel's Ring +3 along with Ring of Favor + 3

Would be a bit easier for me to answer which one is better since dunno the meta.. Still Imo would choose havel's as armour superiority purposes.

Prisoners is way better, health, stamina, equip load, everything you could ever want. The havels ring only gives one of those things, and it is the less useful one.

I find it useful for minmaxing a poise build for like SL 85. Though if I'm using a heavy weapon, like the great mace, I would have to use all 3.

Saw the video, seems to only work on really bad players, anyone else would just dodge and backstab.
