Clean out the crusty finger cheese via a needle, small pick. or whatever you have that is small enough / sharp enough to use, but won't risk damaging any components or the micro-board underneath. If you feel confident about it, and you're almost ready to buy a new controller anyways, try to take the bumpers out completely, clean out the area / check the padding, and then put it back in. If you need to refill the padding to help with contact, I would look up the type of material needed first. Pretty sure regular cardboard can work but I'm also sure that it's a temporary solution and there is better material out there to use (rubber maybe?).
If worse comes to worse, you can also take it to a game-shop and see what they can do for you. I was quoted to fix mine at $10 (my bumpers were having similar issues) but at the time just didn't have the hours to waste waiting for it, so I ended up buying a new wireless one for close to $80. Considering how rare wired Xbox 360 controllers have become, it could be worth it to get it fixed this way, so long as they aren't overcharging you.
