Jokes aside, the viable offensive PvP spells can be counted on one hand, regular homing soulmasses, crystal hail, farron hail, crystal soul spear, great farron dart. Maybe also great soul arrow. Snap freeze is a sweet cover and actually capable of inducing frostbite. Plus you can carry a weaponbuff.
Obviously you can't really use all the above spells at once. I'd go with a setup like homing soulmasses + crystal hail/farron hail + great soul arrow/great farron dart + crystal soul spear + crystal magic weapon + snap freeze. That means 6 slots, I'd go with 24 Atn & Darkmoon Ring.
As for Str, you want 12 for a nice variety of 1h light weapons and 2h heavier weapons. And you can actually use a pretty decent shield if needed, the sunset shield.
60 Int for dmg, otherwise sorc sucks.
40 Dex for softcapped scaling and no huge reliance on buffs.
39 vigor because otherwise you're toasted quickly.
Rest in End. Consider using green blossoms.

Don't start as assassin, start as sorc.
For the other 2 rings, I'd usually use ring of favor & bellowing dragoncrest ring.
Maybe Str to 18 and End down to 17 to open up more equipment possibilities, that's preference.

the only build in witch its usefull start like assassin for to doing min-max is the luck build, however for a dex-int, the better class for to doing min-max is the knight
