they should still register when ds3 is in offline mode, but you have to be online in steam (talking about the client not the friendslist). Maybe you lost connection to the internet when you got the last gesture?
Same here. I missed Watchdogs of Farron Achievement during my first playthrough because the game was in offline mode at the time. Going online and talking again with the wolf didn't fix it, and I couldn't obtain the achievement until the next playthrough. It's total BS but that's unfortunately how it works.
Were you in online mode by the time you were supposed to trigger the achievement?
If the game fails to register a ring or a spell, you can still fix it by dropping/storing and picking them up again and the game should eventually re-register what was missing, but Gestures can't be obtained twice with the same character so if you really got all of them and the achievement didn't pop up, I'm afraid that might be impossible to fix, unless you restart with a new character and collect all gestures again.
