Lure him to cliff edge and knock him off.
Iniate the fight with him then run to church roof and rapport one of the quill enemies as he walks in (if he uses vow of silence wait on beams until it wears off then cast immediately before he can recast).
Git gud.
You don't need to parry this NPC. Just wack him and when he goes to pray you can stagger him out of his prayer with heavier weapons pretty easily. Claymore might be fine (never tried it on him).
You can use thrust attacks (especially charged ones), kick him, and anything else that causes them to stagger back after baiting him near the cliff edge.
Some NPCs will even charge off a cliff edge if you use an alluring skull on the very edge (no idea if it works on Vil).
On a lot of weapons that do have thrust attacks it is the R2/charged R2 (if your weapon has a heavy thrust attack). You can kick by pressing forward then releasing and R1 really fast (I think it was? I don't recall I haven't played in ages and when I do it is by muscle memory). If that doesn't work just google it.
