The DLCs are absolutely worth it. They bring a lot of meta weapon to the table and the bosses are some of the toughest in the game.
You mean Midir? If so It's my fav. boss of the game. If you mean Gael (on NG+5 or after, I can understand the frustration). Gael is the most annoying one of all for me. Even the cheap tactic he breaks through at my encounters.
10k+ is really solid
What are you talking about? Its 20 bucks right now for the game and all expansions.
Both DLC area's (for your first run through) are populated with level 80 enemies.
Canonically, Andarial happens in another world (like some sort of metaphysical inception).. and Ring City occurs far into the distant future, after the events of the Dark Souls main game, but before the events of the final boss fight.

You can gain access to the Andarial DLC, after defeating at least 3 bosses and reaching the cathedral.
Likewise, you can gain access to Ring City DLC after defeating all story bosses and entering area of the final boss fight. Or alternatively, you can enter Ring City DLC after completing Andarial DLC.
