cat ring, slumbering ring, obscuring ring and last mix leo (bow) and hornet, gear whatever you like and weapons dagger or bandit dagger and crow quills shortbow for poke and.rapid.fire.

You mean swashbuckler, because sure as hell you can't make a thief in the game that doesn't allow you to steal other people's property.

Focus either to be a Dexterity or Luck build. Dex use Crow Quills(Sharp) and Bandit Knife(Blood). Luck use Anri's Sword and Bandit Knife(Blood).
Wear Patche's armour and a Thief Hood. Slumbering Dragoncrest, Cat Ring are mandatory.
+Offhand parry shield of your liking + shortbow, and a high Crit Dagger for backstabs(Sharp/Hollow)

I would use a crossbow and fire dagger. Hp gouge and parry fish.. when things get hairy obscuring ring and cat ring to safety and regen. Show up outta nowhere and backstab an unexpecting host with hornet ring GG
