Is Pestilent Mist any good?

Pretty freakin' sweet in PvE. Not as good in PvP. You won't find people that stand it in for long, but you'll find plenty of bosses that will.

Also Crystal Sage doesn't teleport when you use this on them if I'm not mistaken. Someone correct me if I'm wrong on that though.

if you are feeling cheesy, it's the best, i just killed the havel with hidden body and pestilence mist :) he never knew what hit him. Also it's really good agains bosses with massive hitboxes and tons of hp

Great in hallways. You can use it like a smoke screen versus most invaders, as they know it doesn't do a lot of damage, but while they are approaching you can charge Soul Stream and either a) punch through the mist and catch them off guard or b) hit them while they are rolling through it and knock them into the mist again on the ground. The mist is more a mild deterrent, but you can use it creatively in some situations.
