Get the Dragon Chaser's Ashes from Archdragon Peak and give them to the Shrine Handmaid, who will then sell infinite Twinkling and Scales.

If you want to farm it then killing the rock lizards is the fastest way to to that. It's a rare drop, but still not as rare as drops from the ringed knights.
