Stay on balcony and use magic / ranged attacks and then kill him with drop attack.
Blocking with them is risky as, if you have low stamina or if it's a strong attack, you'll be left open to a proper hit. If you time it right you could backstab him as well.
If you can't parry with a normal shield use a Small Leather Shield, Buckler or Target Shield; they have extended parry so more room for error.
The shield can't be parried, though, only their swords or spears. If you block/parry the shield bash it'll drain your stamina and you'll receive some damage.
If this is the first time you've met them then I suggest skipping them, there's a bonfire pretty close after the first knight. And you are going to have to fight Vordt right after the next 3 knights (or the Dancer if you are in mid-game or have the balls to fight her in the beginning).
The dual axed winged knights can be parried.
