Will all me covenants and covenant levels carry over to NG+?
Should I collect 30 of each before NG+?

Covenants and their progress carry over. You cannot get covenant rewards twice.

You cannot receive the covenant rewards for turning in items twice.

For example, you turn in ten Wolf's Swordgrass, you get the Wolf Knight Greatshield. Then start NG+. You're still at ten Swordgrass, so you can't get it again even if you start the next playthrough. A given character can only get a given covenant reward once.
