Exploding arrows are actually bolts for crossbows.
You get it by sending Greriat to Lothric Castle.
And then finding his dead corpse near some corvains.

They're crossbow bolts and in order to get them you have to send Greirat to Lothric Castle then fetch his ashes from his body and give them to the shrine handmaid in order to be able to buy them

The other possibility is the Millwood Greatbow, which can make any greatarrow explode shortly after landing:

The Ashes for greatarrows come from various locations, but the especially strong arrows that go with the Millwood greatbow can be found in the same area, as the Captain's Ashes that you give to the Handmaiden:

There are Explosive Crossbow bolts you can get, and the Milwood Greatbow's ( Ashes of Ariandel DLC) weapon art will make your greatarrow puncture shields/people, and then rumble and explode in a Force-like explosion after it lands somewhere.
