How to make miracles powerful?

I have 40 faith but my lightning spear is doing literally 40 damage...
How to make it more powerful?

Make sure your catalyst is upgraded is one. Use Both the the miracle power rings and maybe raise your faith a bit more. The id use either yorshkas or saints, considering you dont want to poise cast a boss.

Your talisman/chime is important. You should probably use Clerics Sacred Chime or Saints Talisman. Sacred Chime of Filianore has low spellbuff. Sunlight talisman has lower spellbuff than Saints, but has the best poise WA and is good for PvP. Yorschka's Chime is best (highest spellbuff) faith catalyst at high faith, but doesn't have unfaltering prayer WA.
That should sort out your main problem.

Morne's ring & Ring of the Sun's Firstborn will both boost the damage, as well as lightning clutch ring. You can also equip Sage's ring for faster cast speed, if you'd like.

Lastly, the lightning spear miracles have damage falloff based on distance. Even though it's a ranged spell, you don't typically want the target to be too far away.

Edit: also, make sure you're not hitting a lightning resistant enemy when you're testing your damage output
