No it will not because the savedata isn't saved in the same folder as the game.
Savedata is saved in yourname/appdata/roaming/dark souls III.

Then they did something wrong. The game does not delete your save by uninstalling.
Why not try it now? Copy your save folder and uninstall. It. will. not. delete. your. save.
Anyway, what did they do wrong?
PC format? Clearing out the appdata folder or just unused/old files? Maybe they thought the game had steam cloud but it doesn't?
The uninstall feature of Steam is designed to only clear out the steamapps folder of the program.
Edit: Actually, I may be wrong about the mods. It probably does delete the game folder after all. But I stand by the saves thing. :p
