in non-covenant areas timer is around 20 min or so for a single invader, but it would be reset if you ember-up after death, summon or might be even being summoned or invade yourself.
in covenant areas up to 3 invasion can happen before timer is set, but only 2 can be red I think.
But this cooldown doesn't apply to Covenant areas? So both the 2nd and 3rd player were both watchdogs? Crucifixion woods counts as their zone?
So if you stayed there longer you would not get invaded for next 20 min or so (do not know the exact number).
Unless you reset timer by embering, summoning, etc.

In Crucifixion Woods the Farron Watchdog invaders won't invade you as long as you don't stand in the water. So if you stay on land then you only have to worry about red invaders or mad phantoms, who are limited to the 10-20 minute timer (I say 10-20 since I've never actually counted it, so I just decided to go with what it probably is.).
Also not sure if the timer counts down while you're summoned, since I've never had it where I'll be invaded, win, be summoned as a white phantom and then get invaded right as I finish being a summon.
Also Crucifixion Woods, Pontiff's (the area after Pontiff Sulyvahn but before you reach Anor Londo) and to a lesser extent Ringed City are pretty much hotspots for PvP. So if you're wanting to be summoned anywhere else it's a lot less likely you'll even get invaded once, nevermind multiple times.
Also for bosses signs are dropped before the fog or at the nearest bonfire where invasions are of no factor since host can just fog them right away.
And yeah a couple more invaders could come in 2 special areas, so what? Can always do the rest which are bound to 1 invader without fingers and have timer right away.
So I sucked it up and decided to keep giving online play more of a chance, since I didn't want to form an opinion based on a few bad encounters. But....
... why is literally every invader a miserably cowardly b**ch that always just runs away to the nearest group of NPCs? I know they get an advantage from it, but it's so worthless. They'd rather hang out for 30 minutes, never even trying to attack without the help of enemy monsters instead of just fighting. It's basically wasting everyone's time.
For instance: This one invader while I was soul level 15 or so...he has a milwood greatbow and enough greatarrows to continuously fire(and miss) for about 20 odd shots or more. The invis spell. And whenever I tried to get near him, he just ran across the bridge near Eygon and the three large red-cloaked workers, went invis again, and kept shooting(still missing).
Literally a 15 or so minutes of this before he left. I mean...that is some stupid crap. Why? You know he didn't get that bow on his own at that soul level, and he sure as hell didn't farm the souls for that many arrows, just to waste them by constantly missing.
I mean, what's the point of invading if all you're going to do is run away?
Sorry, it's probably not literally everyone that behaves this way. But it seems like MOST invaders do this. Is this really what DS3 multiplayer is like? Is this what so many people are so fired up about? I don't get it.
-they are on average 10 levels below the host due to how matchmaking works
-host has ember which is the strongest buff in the game and is equivalent of around 20 levels on a good build
-they have only half of their healing
Now with this in mind, it is still strange to do not go for 1v1 and I agree it is a waste of time, but I also rarely see that happening.
Millwood is super-easy to get, you only need to kill Vordt+Sage and you got it. Even beting the game at sl10+0 not a big deal unless new on unskilled. So I would not make many assumptions there.
Good news is there is very simple solution to that - equip WoB and you have a phatnom or two and can safely clear the area or just go to the boss.
