U should find an ash from the graveyard where the giant arrow fall down , and give it to the old woman at shrine and buy a key from her with 5k souls , so u can open that door

That's not the door you can open with the Grave Key.
You only can open the door in the sewer with it.
From Dilapidated Bridge bonfire cross the wooden bridge and enter the sewer with a few rats there.
If this door near the bridge still is closed in your game, you have to enter the sewer from other side.
Then just go the whole way through sewer with all that skeletons and rats, climb up a long ladder and free the NPC Irina. And open the door you asked for from inside.

It is also possible to go there without to buy a key.
You unequip all gears, no weapons, armor, rings. Ember up for more hp. And very careful drop down . Behind the knight NPC ( Eygon) is the right place.
