In terms of length Ringed City is simply far longer, has three real major boss fights and one pvp covenant boss fight (tho if offline or w/e it is an AI boss fight as well), a new covenant for that particular boss, a new throwable (homing magic knife that is infinite so long as you have FP to use it), WAAAY more weapons and armor, far more interesting enemies, and an actual interesting story and NPC side quest (for a popular classic NPC that is rewarding to complete). It has a good number of slabs for upgrading, too, as well as some new spells that are considered pretty decent. As for the final boss fight, Gael, it is considered one of the very best in the entire series and excellently balanced.
tl;dr If you considered Ashes worth it Ringed City will blow it away for 95+% of players.
