poise is basically, or used to be how many hits you can take before your foe can interupt your attacks or stagger you.
in the past you could wear heavy armour and take mutliple swings before being staggered and interupted. in dark souls 3 it woks when you swing, the game gives you this thing called hyper armour frames, and poise just gives you more of them. some weapons have larger frame times ie some ultra weapons

But for a more serious answer, a spear is probably your best bet, any weapon at all will work fine really
Also, shield-poking is pretty bad in this game. The amount of chip-damage and stamina-loss is quite insane.
greatshields are best used to stop suprise damage or facetank stuff and slash while they recover from a slow swing.
Great shields in PVP aren't very effective against a decent player. They'll swap in a knight slayer ring in on you, or pull out a pocket follower saber, or both.
Most people I see using greatshields in PVP are trying to block, and circle around for a backstab.
Greatshields are effective vs some weapons in PVP. Like you can completely mitigate running pokes with katanas. But I prefer mid shields that can parry vs katanas, because a lot of players think they can running R1 you, then follow up with a 2h R1 if you block the running poke, and that's a free parry.
