Can the mods be used for an "easy mode"?

You get what you paid for. If you change anything, you won't be allowed to play with other people.

The game isn't even actually hard, with few exceptions. It's all about learning the right timings and the enemies' patterns.
If you use cheats you're gonna get banned and you will only be able to play with other banned people (pvp against cheaters isn't fun).

I was just curious because I thought the second DLC was almost impossible.
I wasn't sure if mods were green lighted or not.

Almost impossible? Thousands of people played it. It's more difficult than the rest of the game (imo) but very doable.

What you get IS the normal mode. It's the intended way to play it. Changing it would shift the game either towards hard or towards easy mode. Now, there are some things you can do to help yourself(and make the game easy):

1. Summon others / NPCs: Don't forget that summon NPCs are actually useful here because they all have at the very least 3 Estus. I shouldn't have to explain why summoning other players makes the game really easy.
2. Use 100% Shields: Also, imbue them so they're more well rounded. If you imbue Dragon Crest with Magic, it should make you immune to most damage.
3. Use magic: If you can. Otherwise, use Bows.
4. Read a strategy guide: You'd be surprised how one simple oversight makes the fight difficult. I experienced that personally with Cindy and how I did not sidestep his Spear phase. Once I started to do it, it made the entire Spear phase pointless.

You would most likely get banned for doing that. So just proceed. I got through ringed city twice. And trust me it is worth it.

The easy mode is summoning an army of phantoms

This counters both invaders and bosses in most situations

Certainly wouldn't recommend mods (of any kind really) as that is a good way to get softbanned
