Report a translation problem
The recording is off shadowplay so it won't look as crisp as it does in-game, but my computer hardware is plenty above the recommended and I've already beaten the game once so it has worked at some point.
But I tried setting the graphics to the very minimum, still won't turn while the character is moving. I mean everything works as it should even the camera while standing still. As for the drivers, I've had the same drivers as the first time I played thru the game with my other controller which also only now has this issue, and was the reason I bought a brand new one, thinking that had broken down on me.
The new controller has the latest drivers installed and still got this issue, only in Dark Souls 3.
