Well, I'm aware that it doesn't work like it used to, but it does work with HA; I remember plenty of times in which I traded hits with other players using the same weapon class as me (but with heavy armor) and I always was the one that got staggered and they always got to finish their combos.
The Havel's is a still a king of poise. Only very few attacks can stagger him, and those are R2 attacks of very heavy weapons.
Generally speaking you need at least 35-40 poise. It will allow you to poise through light-medium weapons.
Combined with UGS or Great Hammer... Maybe you'll be able to tank a greatsword. MAYBE.
And maybe one-handed UGS. Maybe.
will have some variation of -perseverance- which is an Art that activates your HA frames for the entire duration of the effect. Basically it makes you impossible to stagger.
This isn't always the case though. Fully charged attacks from great - class weapons may be able to stagger / break your poise entirely.
