I noticed if u pick any weapon that has a passive bleed of atleast 31 , CR applied to it is infact OP as hell :)
(the blood gems feel underpowered to me) what does also work is say u got a bleed weapon , enchant it with poison or a poison gem (makes crazy DoT total with bleed)

In my opinion say , ud infuse any weap with bleed , would be bad , using carthus rogue atleast allows u to enchant the same weap with something else on the spot , so bassicly , both bad

Hollow infused weapons boost your luck if you are a hollow (which most of us are). Bleed,
poison, and frost all scale with luck. Because hollow is considered a physical infusion (adds luck scaling to the weapon) you can still apply buffs to the hollow weapon. A hollow weapon with a base bleed effect and carthus rouge on top is the best way to go.

Innate blood infusion has the best build up with 15%+200 flat damage when it triggers.

Innate+rougue has less build up with 15%+50~100 flat damage when it triggers.

And no, frost doesn't scale with anything.

That's what is most confusing. What's the largest part of the damage dealt by a lacerating weapon? I think it's the bleed that the weapon triggers, especially when the enemies HP is very high.
So I think we should choose the weapon that's easiest to trigger bleed.

So blood gem infused weapon is the best option compared to Carthus Rogue?

It's something like:

-Doing good damage on each hit, bad build up, less damage on bleed, and need of buffing your weapon.

vs

-Doing ♥♥♥♥♥♥ damage on each hit, good build up, good damage on bleed, no need to buff.

So I guess the blood gem infused weapons are the winners.

And do you have ideas about which weapon is best suited for PVE or PVP right now?

Bandit's knife, brigand twindaggers, warden twin blades, crow talons, manikin claws, barbed straight sword, astora greatsword, carthus curved greatsword.

Anri's straight sword for anything with bleed immunity.

If you want to use that luck for poison as well: rotten ghru dagger, warden twin blades, astora straight sword, great club.

There are more weapons https://docs.google.com/spreadsheets/d/1jqNHgyUT57AtD2DoSiBo7PqbWOuOea128KzruHSZvz8/edit#gid=641200948 but those work quite well.

For PvE you should go for Hollow + CR, since you deal more damage and the mob might have enought HP to trigger some bleed. Besides you can use another resine in case of the enemy is immune to bleed.
For PvP you should go for a fast weapon (like bandit's knife) with blood infusion. You'll deal way less damage but the bleeding triggers way faster.

use a blood gem hollow is useless

I have tested them.
With 40 luck, blood infused warden twin blade has 77 bleed effect. It's ♥♥♥♥♥♥♥ too OP.
