LIGHTNING ARROW

Where can I get it ?
I saw it sometimes summoning in boss's fight. But, I have no idea where/how to get it, someone can help me ?

Normally lightning arrows don't exist in ds3. There are lighning bolts or lighning arrows for greatbow only. Also it is possible you saw somebody used a spell, a miracle ?

If you like miracles, it's definitely worth getting ringed city. The lightning arrow miracle is great.
