If you own the game, it is. Anything else is up to debate, but there are no laws here against that.
I think you need a good CPU. I have an i5 7600k 3.8 stock, 4.2 boost. It might as well run. I can overclock it to 5.0 GHZ however. It's still not perfect, just like Zelda BOTW.
Dunno about the GPU.
BUT emulators use up too much resources usually, so a crappy PC will not put up with it likely.
BUT there is a thing called PS Now (it's a monthly subscription thing), it's STREAMING the game, so a crappy PC will play it too. If it's available in your country that is. It isn't in my country. So research on this matter.
I was going to get PS Now just to play Demon's Souls and I couldn't find it listed in the available games. The list went from Deception IV: Blood Ties -to- Derrick the Deathfin. So I didn't bother with the subscription.
You can try an emulator, but if you really have a crappy PC, even a PS3 emulator would have problems. But you'll never know unless you try.

About PS Now...I thought it only works with a PS3?
