Also those harlod legion guys are only weak to plunging attacks, otherwise they're pretty resilient against most things.
I had to use magic spells (pestilent mercury) only for the fire resinstant boss,and i killed the harald legion the easy way using an onyx blade.
Pyros may be a bit more hard to play in the ringed city from some point of view, but if you try different spells and strategies i don't think you'll find them useless.

Pyromancy is not "faceroll good" on the DLC like the rest of the game, but it is still very good.
-Great combustion+parting flame stunlocks harald knights while doing good damage.
-Chaos/vestiges will one shot trash enemies.
-Black flame wrecks everything else, including ringed kights.
-Can use black flame/orb and Dorhy's gnawing for the first boss.
-Pyro build means you have enough int to use mercury for optional boss too.
Only a noob would think pyro is bad for ringed city.
Demon Prince takes little to no damage with pyro spells and onyx blade hits like 30% of an exiled curved sword would .
Midir was impossible for me with a pyro so I scummed it with Pestilent Mercury.
Gael also punishes spells hard and takes less damage than a STR build would do to him.
Church spears and Shira are easy no matter your build is.
So yes, pyro builds have a harder time but it's still doable on your own.
