That was patched, but there is a new one. Much better. Skips the whole swamp to open the shortcut betwen Keep Ruins and Road of Sacrifices to grab the Sellsword's Twinblades, as it is the main weapon of the new route. It demands precision and actual practice, unlike just running through the game. They still fight every boss (if it's an All Bosses Speedrun) and it saves 1.30 - 2min from the current world record.
As for your question, no. No developer makes their game with the intent for it to be broken. Why do even think of asking that? It is just that their faulty programming allows for this kind of exploit. And they actually tried harder with DS3 than with the other 2, hence why the skips in DS3 (and Bloodborne) are actually really hard and precise. Some will be patched (the one I'm talkin about is actually thanks to an issue that is present since Dark Souls 1), others will not. In short (and generally), if it affects PvP in any direct manner, it WILL be patched. Like the glitch that lets you use Embers any time. Few of the ones that affect PvE have been patched. Hell, this current "Farron Skip" can even help keep PvP active in Road of Sacrifices and the Swamp if people take the time to learn how to skip Sage.
Yes and yes.
Every game developer/creator, whatever, is including those glitches just to make speedrunning so easy. They also never tell anyone about them, something like: "Hey Mark, there is this glitch that You can use to skip 20% of game, all You need to do is...". Because how people will actually find this ♥♥♥♥, like, there is a specific group of people that find those giltches, right.
From now on, I will stop with irony.
