I haven't even tried a Sorcery build straight off in DS3 because it's so unviable.
Tracking is the same across the board.
Range as well.
Damage increases a lot from Regular to Great, not so much to Heavy.
Also, cast times of Heavy soul arrows are much longer, making it way too easy to punish.
With all that said, use Great Soul Arrow. Good casting time and damage slightly lower than Great Heavy Soul Arrow (~15% tops).
Just to give you an idea, last time someone used Great Heavy Soul Arrow on me, I was able to load a bolt on my Arbalest (it was empty), shoot him successfully and roll away in time to avoid the attack. So, yeah...

Heavy soul arrows take too long in PvP unless your good at timing roll catching and can stun parry
Great Soul arrow is best of arrow spells for player combat
I just straight up don't use the arrows on INT builds for PvP. Almost any other INT spell is better than them for player vs player conbat
